Fix Bahamut assertion failure; move BURST to more "natural" place

* Fix a mod_chanmode assertion failure when using proto-bahamut.c with
debugging enabled.

* Send BURST in response to SVINFO, not SERVER, so that eventual
timestamp adjustment is more accurate.
