Log message:

This should finish up conversion to the new sendcmdto_* routines except for
removing the dead (or dying) code.  Hopefully once the dead code is removed,
we'll lose a few thousand lines from channel.c alone ;)

Status: Compiles, tested
Testing needed: Brute-force literally everything
